• Presentation by Dr. Chip Fletcher of the University of Hawai‘i relative to the Coastal Erosion study prepared for Kaua‘i County that includes methodology of the data, shoreline movement, global change and sea level rise.
• Letter from Planning Director Ian Costa requesting the Planning Commission to initiate proceedings to amend the Rules of Practice and Procedures of the Planning Commission — Chapter 1, General Provisions, and Chapter 9, Appeals from Actions of the Planning Director, and the addition of Chapter 6A pertaining to Transient Vacation Rental Nonconforming Use of Certificate Appeals and that a public hearing be set for July 28.
• Zoning Amendment ZA-2009-9, Bill No. 2298 — A bill to amend Chapter 8 of the Kaua‘i County Code 1987, as amended, relating to the Comprehensive Zoning Ordinance and to allow Single Family Transient Vacation Rental Units on State Land Use District agriculture land through enforcement agreements in effect until such time as the county designates Important Agriculture Lands in accordance to Hawai‘i Revised Statutes 205.
• Public hearing for Department of Water improvements to the Piwai Well Complex which includes construction of a 500,000-gallon water storage tank, connecting pipelines, access road, and associated equipment and appurtenant facilities located in the vicinity of the existing Piwai Reservoir, mauka of Kaumualii Highway, approx. one mile above ‘Oma‘o.
• Public hearing for Department of Public Works, Wastewater Management Division construction of filtration and disinfection system upgrades at the Lihu‘e Wastewater Treatment Plant, located approximately 1,700 feet east of the intersection of Kapule Highway and Ninini Beach access easement.
• Second Amendment to permits to allow revisions to the master plan for the Kaua‘i Lagoons Resort development to provide, within the previously approved 750-unit density cap, approximately 387 resort residential units comprised of 372 condominium/time share units, revised large lot supervision and boundary adjustments to accommodate 15 single-family residential lots, and support facilities.
• Report from Planning Director Ian Costa transmitting for commission information and review a copy of the draft Lihu‘e Town Core Urban Design Plan 2009 and requesting concurrence to initiate the hearing process for a forthcoming bill for an ordinance to implement plan.

• Communication from Council member Dickie Chang requesting agenda time for Sue Briggum of Waste Management to do a presentation on Environmental Justice and its impact on the county’s future plans relating to solid waste and landfills.
